Pseudonymous complaints

Pseudonymous complaint is that complaint which does not contain name and/or full contact details of the complaint. Further, when the complaint is not verified after following the due procedure, the said complaint is treated as pseudonymous. No action is required to be taken on pseudonymous complaints irrespective of the nature of the allegations and such complaints will be filed.

Following are the guidelines issued by CVC & DOPT in this regard

  1. Chapter -V, para 5.6.1 of the CVC Circular No.25/12/21 dated 24.12.2021 which is the Comprehensive guidelines on Complaint Handling Mechanism,
  2. DOPT’s OM No.104/76/2011-AVD.I dated 18.10.2013 read with CVC’s Circular No.07/11/2014 dated 25.11.2014
  3. DOPT’s OM No.104/76/2011-AVD.I dated 8th October, 2018.
  4. CVC’s circular no.12/09/20 dated 24.09.2020 issued instructions for strict compliances of the DOPT’s and CVC’s guidelines on the subject matter.
  5. Para 2(i) of the DOPT vide OM No.104/76/2022-AVD.IA dated 28.09.2022 which are consolidated guidelines on handling of the complaints in Ministries /Departments.
  6. Para 3.10.2(a) of the Vigilance Manual 2021.
