Centralised Attendance System by CDAC

  • To streamline the attendance procedure at DGS-approved maritime training institutes, the Directorate General of Shipping (DGS) has mandated that all regular faculty, visiting faculty, and students attending courses at these institutes must record their attendance using a biometric device. Consequently, the Directorate has developed a centralized facial biometric attendance system module for all DGS-approved maritime training institutes conducting approved training courses. This system includes the following features:
    1. The system will identify a person in the scene, and the face detector will capture frames, selecting the one that contains a face.
    2. The detected face in the scene must be aligned, or a minor correction needs to be made.
    3. A minor pose correction can also be applied to facial images captured at different angles.
    4. To address the effects of varying illumination and lighting conditions up to a certain level, a solution will be developed to manage these issues within specified limits.
    5. The student registration will be automatically verified against the passport.
  • The attendance requirement for maritime courses lasting less than five days shall be 100%. For all other maritime courses, the minimum attendance requirement is set at 90%. This attendance will be verified during the Course Inspection Process (CIP), inspections for course approval, or during comprehensive or surprise inspections conducted by the Principal Officer of the Mercantile Marine Department (MMD) or Directorate General of Shipping (DGS) officials. Therefore, the Directorate has mandated that Maritime Training Institutions (MTIs) install a biometric system to track the attendance of candidates, faculty, instructors, and principals.
  • CDAC developed a module for the Centralized Attendance System (CAS) to enable the verification of INDoS photos within the CAS system in 2020.
  • CDAC technical team is also addressing the issues faced by MTIs and seafarers during photo verification and centralized attendance by sending an email to cas-dgs@cdac.in
