Roles and Functions

  • The IT & E-Governance branch of the Directorate General of Shipping (DGS) is central to transforming governance through digital innovation. Its core functions are to reduce manual intervention, lower administrative costs, and accelerate decision-making by integrating technology into routine operations. This shift has led to enhanced efficiency in public administration and quicker completion of government procedures.
  • The division supports various branches of the DGS with the help of digital platforms, particularly internet-based technologies, to streamline operations and deliver citizen- and stakeholder-centric services. By promoting transparency, efficiency, and responsiveness, it leverages Information and Communication Technology (ICT) to create a modern, accountable governance system. The division is also responsible for digitizing traditional paper-based processes and making services—such as online tax payments, business registration, permit applications, and license issuance—available 24/7 from any location.
  • To fulfill its functions, the division implements several key projects. The E-Samudra Project serves as a comprehensive online portal for end-to-end maritime services. The E-Examination Project enables digital examinations for maritime professionals, enhancing transparency and reducing delays. Through the Website & Social Media initiative, the DGS enhances public outreach and transparency. The Digital Record Room Project aims to digitize and securely store important records, making them accessible and reducing dependency on physical files.
  • The Command Control Centre strengthens centralized monitoring and response capabilities, while the Network Operations Centre (NOC) with Network Management System (NMS) ensures continuous, secure, and efficient IT infrastructure management. The Web-Based Hardware Maintenance Platform provides a system for tracking and maintaining IT hardware. The Visitor Access Management System streamlines and secures the process of physical access to DGS facilities.
  • Additionally, the Effective Contract Management Module ensures proper tracking and management of contracts, improving compliance and accountability. Lastly, the Key Performance Indicators (KPI) Dashboard offers real-time insights into organizational performance, helping decision-makers monitor progress and improve outcomes.
  • Together, these initiatives embody the division’s commitment to building a digital-first governance ecosystem that is transparent, accessible, and citizen-friendly.
