Any individual/stakeholders can make the complaint against the official(s) working in the Directorate General of Shipping and its allied/subordinate offices.

Vigilance Manual 2021
When a complaint is received in the Vigilance Branch, first the letter to the complainant on the name and address mentioned on the complaint, for verification of the complaint will be issued, wherein the complainant has to submit the copy of identity proof.
If no reply is received within 15 days from issue of the letter, a reminder letter will be issued with a request to reply within 15 days.
If no reply is received to the reminder as well, the said complaint is treated as pseudonymous and filed.
If reply is received within prescribed time limit, the complaint is investigated further as per the CVC guidelines.
No action is required to be taken on anonymous complaints irrespective of the nature of the allegations and such complaints need to be filed.

PIDPI stands for PUBLIC INTEREST DISCLOSURE & PROTECTION OF INFORMER RESOLUTION, 2004. PIDPI is a resolution of Government of India. In this case the identity of the complainant is kept confidential for all complaints lodged under it.
Under PIDPI Resolution, 2004, the complaint should be addressed to either “Additional Secretary and Chief Vigilance Officer, Ministry of Ports, Shipping and Waterways, New Delhi” or “the Secretary, Chief Vigilance Commission, New Delhi”.
The envelope should be superscribed as "PUBLIC INTEREST DISCLOSURE & PROTECTION OF INFORMER (PIDPI)". Name and Address of the complainant should NOT be mentioned on the envelope but in the letter inside in a closed cover.
Complaints that are personally related to the complainant or addressed to other authorities may lead to disclosure of identity. Documents that reveal identity should not be enclosed or mentioned in the complaint. The Anonymous/pseudonymous letters are not entertained.
In accordance with Rule 18 of the CCS [Conduct] Rules, 1964, every government servant shall submit returns of his assets and liabilities to the concerned authorities.
All the government servants shall submit the Annual Property Returns in the prescribed format for the previous year, latest by 31st January of the following year, failing which it forms good and sufficient reasons for instituting disciplinary proceedings against the government servant.
In accordance with provisions of sub-rule (2) of the Rule 18 of the CCS [Conduct] Rules, 1964, all government servants are required to make a report to the concerned authority before entering into any transaction of immovable property in their own name or in the name of a member of family.
