Role of the Directorate General of Shipping (Secretariat)

Role of the Director General of Shipping is defined in the Section 7 (1) of the Merchant Shipping Act and the Directorate General of Shipping (Secretariat) role is to support the Director General of Shipping. The primary role of the official engaged with Directorate General of Shipping (Secretariat) – DGS (Secretariat) is as follows:

1. Administrative Support
  • Assists the DG Shipping in managing appointments, official correspondence, and scheduling.
  • Maintains files, records, and documentation related to regulatory and policy matters.
2. Meeting Coordination
  • Prepares briefs, agendas, and background notes for meetings and official events.
  • Organizes internal and external meetings, including coordination with stakeholders and ministries.
  • Ensures timely circulation of minutes and follow-up on decisions taken.
3. Liaison & Communication
  • Acts as a communication bridge between DG Shipping and internal departments, other government bodies, and international maritime organizations.
  • Facilitates communication with port authorities, shipping companies, training institutes, and seafarer organizations.
4. Policy & Regulation Monitoring
  • Compiles reports and updates for DG Shipping to review progress and compliance.
5. Support in External Engagements
  • Prepares talking points, speeches, and presentations for DG’s participation in seminars, conferences, and international forums.
  • Coordinates logistics and protocol for official visits, inspections, and representation.
  • Supports DG in national and international delegations and maritime events.
6. Monitoring Grievances and Public Interface
  • Assists in addressing stakeholder and public grievances, including issues faced by seafarers.
  • Tracks and compiles feedback or complaints for DG’s attention.
7. Coordination with Technical Divisions
  • Collaborates with technical wings of the DG Shipping office to support decision-making.
