The Directorate General of Shipping (DGS), operating under the Ministry of Ports, Shipping, and Waterways, Government of India, is the apex regulatory authority for the merchant shipping sector in the country. In line with its mission to strengthen maritime governance, enhance operational efficiency, and ensure seamless regulatory compliance, DGS is establishing a cutting-edge Command and Control Centre at its headquarters in Mumbai. This state-of-the-art facility is envisioned to be the central hub for real-time monitoring, advanced data analytics, and strategic decision-making in India’s maritime domain.
The Command and Control Centre will leverage high-end technology infrastructure, integrating a high-resolution video wall system, AI-driven analytics, and Business Intelligence (BI) tools to facilitate the monitoring and management of maritime activities, vessel movements, emergency response coordination, and policy enforcement. With a focus on digital transformation, this initiative aligns with the government’s broader vision of leveraging IT and e-Governance solutions to enhance transparency, security, and operational efficiency in the maritime sector.
Equipped with a sophisticated computing and IT ecosystem, the Centre will be capable of handling and processing vast amounts of maritime data in real time. The system will integrate Vessel Traffic Services (VTS), Automatic Identification Systems (AIS), weather tracking mechanisms, geospatial mapping solutions, CCTV surveillance networks, and compliance databases, enabling multi-source data aggregation and intelligent decision support. By consolidating key performance indicators (KPIs), incident reports, and predictive analytics, the Centre will offer a comprehensive operational overview that will aid authorities in making informed, data-backed decisions with greater accuracy and efficiency.
Designed for 24x7 uninterrupted operations, the Command and Control Centre will be built with high-availability and failover redundancy mechanisms, ensuring that critical maritime operations are continuously monitored and managed without disruption. The infrastructure will comply with advanced cybersecurity and data protection frameworks, including the Digital Personal Data Protection (DPDP) Act, National Critical Information Infrastructure Protection Centre (NCIIPC) guidelines, and regulatory mandates set by the Ministry of Electronics and Information Technology (MeitY) and the National e-Governance Division (NeGD). This ensures that all data and communication channels within the Centre remain secure, encrypted, and resilient against cyber threats.
The Command and Control Centre will be developed in phases, beginning with the installation of a robust IT infrastructure, including a seamless 4K UHD video wall, high-performance computing systems, cloud-ready server architecture, and secure networking solutions. In subsequent phases, the Centre will see the deployment of a comprehensive Business Intelligence (BI) & Analytics System, which will enable real-time visualization, performance monitoring, and deep data analysis. The BI system will support interactive dashboards, predictive analytics, trend forecasting, and role-based access control, allowing maritime stakeholders to generate insights on vessel efficiency, turnaround times, cargo movement, port operations, regulatory compliance, and incident response. Additionally, AI and machine learning capabilities will be incorporated to support automated risk assessment, anomaly detection, and maritime safety enhancement.
Beyond its technological capabilities, the Command and Control Centre will serve as a collaborative decision-making hub, bringing together maritime authorities, port operators, security agencies, and regulatory bodies to ensure seamless coordination, quick response to emergencies, and efficient enforcement of maritime laws and policies. The Centre’s high-speed connectivity, secure VPN access, and cloud integration will further enable remote monitoring and operational support, ensuring that DGS can manage maritime affairs from anywhere, at any time.
As part of its commitment to capacity building and skill development, the Directorate General of Shipping will conduct comprehensive training programs to ensure that key personnel are equipped to efficiently operate, manage, and extract insights from the system. Regular updates, technical support, and system optimizations will be carried out under Service Level Agreement (SLA)-based contracts, ensuring long-term sustainability and performance excellence.
By implementing this visionary Command and Control Centre, DGS is taking a monumental step towards transforming India’s maritime sector into a digitally driven, technologically advanced, and globally competitive ecosystem. This initiative will enhance transparency, improve regulatory oversight, strengthen maritime security, and support India’s vision of becoming a leading maritime power in the coming decades.

VC Facility for grievance redressal
This is a daily online Video Conferencing (VC) session for stakeholders/public interfacing with the Department for clearances, approval or any facilitation. The aim of this VC is to provide an easy medium for public grievance redressal, query resolution and taking feedback/suggestion from the stakeholders.
Video Conferencing (VC) session will be from 1030 Hrs. to 1100 Hrs. (Monday to Friday – Excluding Public Holidays)
