The Mercantile Marine Department (MMD) in Kochi, India, has a history intertwined with the development of Willingdon Island and the modern port of Cochin. The island, created through land reclamation, was named after Lord Willingdon, who was instrumental in the port's implementation. MMD's establishment in Kochi reflects the government's efforts to regulate shipping and maritime activities in the region.

The Mercantile Marine Department (MMD) in Kochi stands as one of India's oldest maritime administrative institutions, with roots tracing back to 1954. Established as a subordinate office of Mercantile Marine Department Chennai to standardize maritime safety regulations, MMD Kochi was tasked with implementing the first International Convention for Safety of Life at Sea (SOLAS) and Load Line Conventions in the region—pioneering frameworks that would become the foundation of modern maritime safety standards worldwide. Until 2006 this office was under administrative control of MMD Chennai headed by Surveyor Inc-harge and subsequently this office was elevated to office of Principal officer under direct control of Directorate General of Shipping. Established to enforce maritime laws and regulations, the MMD Kochi plays a crucial role in ensuring safety, security, and environmental protection in the maritime domain around the Kerala and Karnataka coast, the Union Territory of Lakshadweep and beyond. Mercantile Marine Department, Mangalore headed by Surveyor Incharge is under administrative control of MMD Kochi.
