Act 1958 to regulate the employment of seamen on rotational basis.Since 1992 onwards, instead of Rotational Employment Scheme, Retainer Scheme for employment of Indian Seamen is in force.The SEO is headed by the Director and supported by the Dy. Director, Asstt. Director and other staff.This office functions directly under the administrative control of the respective MMD (HQ).

Seamen Employment Office, Chennai
The Seamen’s Employment Office (SEO), Chennai was established in accordance with Gazette Notification S.O. 265(E) dated 23-04-1993 under section 12 of M.S. Act 1958 to regulate the employment of seamen on rotational basis. Since 1992 onwards, instead of Rotational Employment Scheme, Retainer Scheme for employment of Indian Seamen is in force. The SEO is headed by the Director and supported by the Dy. Director and other staff. This office functions directly under the administrative control of the Mercantile Marine Department, Chennai. SEO Chennai issues, renews RPS license and regulate the Recruitment and Placement Service, in accordance with the provisions of MS(RPS) Rules, 2016 and resolve the grievances of the seafarer. This office additionally looks over the functions of the Government Shipping Office.
