Government Shipping Office is an allied office of Directorate General of Shipping, Mumbai under Ministry of Ports, Shipping and Waterways, Government of India, Government Shipping Office is responsible for monitoring the engagement and discharge of seafarers, settlement of disputes between the seafarers and their employers, issuance of Continuous Discharge Certificates (CDCs) under MS (CDC) Rules, 2017, issuance of Biometric Seafarer’s Identity Document (BSIDs) under MS (BSID) Rules, 2016, issuance of Certificate of Competency as Cook, registration of Indenture of cadets engaged by shipping companies, conduct of enquiries into death / casualties incidents onboard ships etc. The Government Shipping Office at Mumbai, Kolkata and Chennai are established under section 11 of M.S. Act 1958 to regulate the employment of seamen on rotational basis. This department derives powers under Section 89 of the Merchant Shipping Act, 1958 and as notified vide DGS Orders / Circulars / MS Notices issued by Directorate General of Shipping, Mumbai from time to time.

The Seamen’s Employment Office (SEO), Chennai was established in accordance with Gazette Notification S.O. 265(E) dated 23-04-1993 under section 12 of M.S. Act 1958 to regulate the employment of seamen on rotational basis. Since 1992 onwards, instead of Rotational Employment Scheme, Retainer Scheme for employment of Indian Seamen is in force. The SEO is headed by the Director and supported by the Dy. Director and other staff. This office functions directly under the administrative control of the Mercantile Marine Department, Chennai. SEO Chennai issues, renews RPS license and regulate the Recruitment and Placement Service, in accordance with the provisions of MS(RPS) Rules, 2016 and resolve the grievances of the seafarer. This office additionally looks over the functions of the Government Shipping Office.
